The Portland Development Commission last week gained its fifth commissioner, Bertha M. Ferran.

Ferran was approved by the Portland City Council Feb. 2. A senior mortgage consultant with Windermere Mortgage Services, she has worked in the real estate industry for more than 25 years. She joined Windermere after serving as a senior loan officer with Commonwealth Mortgage Co.; prior to that she worked in the title insurance and escrow business with Ticor Title Insurance.
