Chuck Covert, owner of NAPA Auto Parts in The Dalles, was recently looking into relocating his business to a piece of property he has owned for years in the northeast area of the city. But then he was quoted $70,000 for System Development Charges on the proposed development, $60,000 of which was transportation related. That was too much for Covert.
"I understand we need SDCs, but I was more than surprised when I saw that number," Covert said.
