Oregon and Washington to Release Tougher Standards for Stormwater Permits

In the next two weeks, Oregon's Department of Environmental Quality and Washington's Department of Ecology will each release new, tougher stormwater permits for construction sites. But while Washington state requires contractors to monitor stormwater pollution at all construction sites and sets benchmarks for compliance, Oregon has no such requirements.

When Oregon's new construction stormwater permits go into effect Jan. 1, 2006, contractors will be required - for the first time - to monitor runoff, but only if a construction site discharges to a small number of streams that are listed by the state for violation of in-stream standards of turbidity and sediment, which the DEQ already monitors for particulate emissions. Contractors may also avoid monitoring altogether if they institute certain best management practices.
