The Portland Bureau of Development Services will hold a birthday party on Thursday to celebrate the one-year anniversary of Portland's renewable fuel standard.
Last year, Portland city council put into effect a law requiring minimum blends of 5 percent biodiesel in diesel fuel and 10 percent ethanol in gasoline for all on-road motor vehicle fuel sold for use within city limits.
