The area around the interchange of interstates 5 and 205 in Salmon Creek, Wash., took decades to become as congested as it is now. The project to fix the mess could finish in four years.
The Washington State Department of Transportation and Clark County have released the environmental assessment for the project, and a public comment period runs through Dec. 11.
